The store opened June 29 and is the first of two Walmart stores slated to operate in Bellevue.

Warner retired from the league after eight seasons and three Pro Bowls. He rushed for 6,844 yards and scored 63 touchdowns in his career. He was elected into the Seahawks Ring of Honor in 1994.

Microsoft Offends OEMs With Surface, HP Refusing To Build Windows ARM Devices

If this rumor is true ? and it certainly sounds true ? then HP and other OEMs are about to pull the plug on their own Windows on ARM RT (WART) devices thanks to Microsoft essentially beating them to market with potentially superior hardware. SemiAccurate writes:

If you haven?t been following the news, Microsoft handcuffed both ARM chipmakers and OEMs with their brilliant two device per chipmaker strategy. Then, they ?worked closely? with all the OEMs, ?helping? them with their designs. As soon as those designs were essentially finalized, Microsoft did their own device that paid homage to their OEMs most innovative features. It is also a direct competitor to those OEMs, and was designed knowing exactly where their weaknesses were.
To rub salt in to the wounds, Microsoft isn?t bound by the same restrictions they imposed on the OEMs, that would make them have an? err? actually quite unpalatable device.

You?ll notice a few things there: first, Microsoft expects OEMs to make certain types of hardware at certain times. Remember all those all-in-one touchscreen PCs nobody bought? That was a Microsoft effort that forced OEMs to make at least two touchscreen devices per line. The same thing happened whenever manufacturers tried to build a Windows tablet and the same thing will happen when Windows 8 ships.

Oddly, however, this time Microsoft is doing its own handcuffing, forcing manufacturers to compete against a Platonic ideal of future Microsoft tablets. While OEMs rarely have much spine, this may end up being the straw that broke the HPs back.

Stockton, California bankruptcy petition filed

Stockton, California, became the largest city to file for bankruptcy in U.S. history on Thursday, after years of fiscal mismanagement and a housing market crash left it unable to pay its workers, pensioners and bondholders.

The filing by the city of 300,000 people followed three months of confidential talks with its creditors aimed at averting bankruptcy.

"We are now a Chapter 9 debtor," Marc Levinson, the lawyer who filed the city's voluntary petition in the Eastern District of California, in Sacramento(Case 12-32118) told Reuters.

Pleadings in support of Stockton's eligibility for Chapter 9 bankruptcy will be filed on Friday, Levinson said.

Stockton, which officially declared insolvency and its desire to restructure its debt, also filed a separate list of its major creditors.

The California Public Employees' Retirement System, which manages Stockton's pension plan, tops the list. The retirement system has a $147.5 million claim for unfunded pension costs.

Other top creditors include investors holding $124.3 million of Stockton's pension obligation bonds, $40.4 million of the city's variable rate demand obligations, $35.1 million of the city's public facilities fees bonds and $31.6 million of the city's parking garage debt.

Wells Fargo Bank NA is listed as the trustee for the investors.

"We are extremely disappointed that we have been unable to avoid bankruptcy," Mayor Ann Johnston said in a statement. "This is what we must do to get our fiscal house in order and protect the safety and welfare of our citizens."

Negotiations with creditors ended on Monday with Stockton failing to win enough concessions to help close its shortfall for the fiscal year starting on July 1. The city will also file a motion to request permission to share information from the confidential mediation process.

The Chapter 9 bankruptcy filing, a rare event for U.S. municipal debt issuers, was left as the only option to close a deficit of $26 million in Stockton's budget for its the new fiscal year, according to city officials.

The budget approved on Tuesday by Stockton's city council suspends $10.2 million in debt payments and cuts employee compensation and retiree benefits by $11.2 million to help close the deficit.

About $7 million in savings would come from cutting retiree medical benefits for one year. The retiree medical benefits will be eventually eliminated.

Stockton plans to leave its pensions unchanged while in bankruptcy proceedings.

Using the Nexus 7: The Kindle Fire's got something to fear

Google's Nexus 7 is a strange device. At 7?inches, it's smaller than an iPad ??and a breadbox, for that matter ??and with its impressive spec list, it's a bit more appealing than the similarly low-priced Kindle Fire. But how does it hold up in person?

Surprisingly well.

While?I cringe when I cradle the Kindle Fire's clunky body,?the Nexus 7 feels perfectly balanced and secure in my hand. It's a solid device?? the unit I'm using survived several awkward drops off a table's edge ? and it looks sleek.

On the inside, the Nexus 7 has a quad-core processor, a twelve-core GPU and 1 GB of RAM. Between that hardware and Project Butter???under-the-hood improvements which keep?Jelly Bean running particularly?smoothly?? the tablet's pretty darn speedy. When Google announced the Nexus 7, it pushed its content consumption features ? especially?a widget which collects books, magazines, TV shows, movies and music. It's an appealing tool and, like most things on the Nexus 7, it is consistently smooth and brisk.

I've only used the Nexus 7 for a couple of days now, but I already dread returning home and reaching for a Kindle Fire. I know that it'll feel slow, clunky, and unsatisfying in comparison.

Insight: In hours, caustic vapors wreaked quiet ruin on biggest U.S. refinery

PORT ARTHUR, Texas (Reuters) - In the end, all it took was a small chemical spill -- perhaps less than a barrelful -- to bring down the newest, mightiest oil refinery in the United States.

Three weeks ago, while workers repaired a minor leak at the Port Arthur, Texas plant owned by Motiva Enterprises, a few gallons a day of so-called "caustic" was inadvertently seeping into the newly built crude distillation unit (CDU), the 30-story-high network of interconnected cylinders and latticed pipelines at the heart of the refining process.

While harmless when mixed with crude, the undiluted caustic vaporized into an invisible but devastating agent of corrosion as the chamber heated up to 700 degrees Fahrenheit (370 Celsius); the chemical gas raced through key units, fouled huge heaters and corroded thousands of feet of stainless steel pipe.

Now, just weeks after they commissioned the biggest U.S. refinery project in a decade, two of the world's biggest oil titans -- Royal Dutch Shell and Saudi Aramco, which own Motiva -- are rushing to repair the potentially billion-dollar glitch that has added an embarrassing and costly coda to a landmark $10 billion expansion.

After a five-year effort to double the plant's capacity, making it the largest in the country, they must now reassemble many of the same people and parts for a blitzkrieg fix that may exceed the original $300 million cost of the unit: corrosion experts are flying in from across the world; hundreds of workers are being hired; bespoke 30-inch (75-cm) stainless steel pipelines and 30-story cranes may need to be obtained quickly, according to sources involved in the repairs.

Sources familiar with the effort provided Reuters with the most detailed account yet of what officials believe went wrong at the 325,000-barrels-per-day (bpd) unit known as vacuum pipestill-5 (VPS-5), showing how a series of seemingly minor glitches crippled the vast plant.

TOO HOT TO HANDLE

Motiva has said little about the incident. Late on Wednesday, 11 days after it occurred, the company confirmed for the first time that the unit might remain shut for "several months". Sources say officials are telling workers that the unit could be idle for as long as a year.

On Friday, in response to Reuters questions, Motiva spokeswoman Kayla Macke confirmed the contamination: "The preliminary inspection indicates that parts of the new unit have been contaminated with elevated levels of caustic."

The extent of the damage is still not known as portions of the crude unit are too hot to enter, according to the sources. Some areas may not be accessible for weeks.

Motiva has not reached a final conclusion as to the cause of the damage, but has developed a working theory on what experts said appeared to be a rare instance of "accelerated chemical corrosion". The unit's intense heat was critical: the rate of corrosion can double with every 10 degrees Celsius.

Even as it pitted the inside of the atmospheric section, a giant still that performs the initial and most basic stage of converting crude oil into fuel, the damage went undetected. Only when two fires broke out and a heater ruptured -- once crude resumed flowing -- did operators suspect something was amiss.

"They had the first fire and then they had the second one 20 feet away. They knew they had a problem," one of the sources said.

Why caustic continued flowing into the unit while it was idled to repair an unrelated leak is unclear, and is a key part of the investigation to establish cause. It is thought a valve failed to shut completely, but why that happened is unknown.

Meanwhile, every day the unit remains shut is an estimated $1.5 million in profit margin that Motiva isn't earning, and another 144 million miles (230 million km) worth of gasoline that isn't being supplied to the U.S. market during the height of the driving season.

As for oil prices, the incident will have a mixed effect. Unless it cuts production, Saudi Arabia will have to find new buyers for the crude that was earmarked for the refinery, weighing on oil prices. But the premium on regional wholesale gasoline may be pushed higher by the prolonged loss of supply, which should help buoy profit margins at rivals such as Valero and ExxonMobil.

COOLING DOWN

While Motiva has been spared the kind of tragedy that struck BP Plc's Texas City, Texas refinery in 2005, when 15 workers were killed and 180 injured in a vapor cloud explosion, the Port Arthur incident will likely stand as one of the most surprising to hit the U.S. refining industry in modern times.

The 4,600-acre (1,850-hectare) Port Arthur complex sits on a storied site. The first oil discovered in Texas was found 15 miles north of the plant in 1901; the state's first refinery was built on the Motiva site in 1903. A half-dozen other petrochemical complexes have given this Gulf Coast city a reputation as one of the most polluted in the country.

On May 31, with banners over a ceremonial industrial valve, Royal Dutch Shell Chief Executive Peter Voser and Aramco CEO Khalid Al-Falih celebrated the completion of a difficult project. The expansion began in 2005 but stalled in 2009 as markets tanked. It eventually ran $5 billion over the initial budget, and came in two years behind its original schedule.

"Rather than cut and run, we pressed ahead with our long-term commitment," Al-Falih said of Aramco's faith in the project, which he described as the company's largest investment outside Saudi Arabia. "We're confident the return on investment, despite the cost, will be very healthy."

With a total capacity to process 600,000 barrels of oil every day, the plant consumes more crude than the five-state, Rocky Mountain region. It can make 6 million gallons (23 million liters) of gasoline daily, enough to drive around the equator nearly six times.

By the end of May, the critical new units at the site had been running for about six weeks, enough time, officials thought, to address the usual teething pains and hiccups that often afflict massive new industrial complexes.

For example, the plant's new gasoline-and-diesel-making hydrocracker unit had reported flaring -- meaning it burned off hydrocarbon liquid and gas through a tower to relieve pressure in the system -- on May 28 because the wires for a temperature gauge were crossed, causing incorrect readings.

"You've got to be prepared for something to happen," said John Auers, senior vice president of Turner, Mason and Co, a Dallas refining consultancy. "There will always be issues with startup, and this was the biggest startup in U.S. history."

But only two days after the ceremony, on June 2, authorities decided to halt production temporarily to search for a leaking valve that was allowing vapor to escape from the crude unit, sources said. It was thought to be a minor problem.

It took nearly a week finally to stop the leak. Originally, it was thought a few bolts required tightening. Instead, clamps had to be set in place to secure the leak, the sources said. During that week the unit was kept out of production, but it wasn't completely shut down, which would have allowed the unit to go cold and taken longer to restore production.

CAUSTIC INVASION

While Motiva's VPS-5 was idling, authorities believe a few gallons each day of caustic leaked into the unit. The caustics are a base meant to negate the acid in cheaper heavy, sour crude that the new CDU was made to consume. They prevent residue from blocking pipes and reducing crude intake.

Normally, the amount leaked in the CDU would have been harmless, diluted by the crude. But only a small amount of hydrocarbon was circulating through the still while it was out of production, the normal method to maintain so-called "warm circulation" during a brief shutdown.

By the following weekend, unaware of the caustic incursion, Motiva began reheating the unit to resume operations; as the temperature reached 300 to 400 Fahrenheit, the caustic vaporized.

Ground zero was the atmospheric section, one of the simplest but most important machines in a modern plant. Although vast in scale, today's units are in many ways similar to the simple stills used to convert crude into kerosene for lamps at the start of the U.S. oil industry in the 1850s.

The core of any refinery, the main still boils crude at intense temperatures to split the hydrocarbon molecules into the initial components of fuels such as gasoline and diesel; the bulk of the output is an intermediate feedstock that requires further refining in a host of specialized secondary units.

Unlike a refinery blast, the misfortune unfolding at Motiva was relatively slow to materialize. The fires that erupted from small pipeline cracks that Saturday were small enough to be quickly extinguished by the workers on hand at the crude unit.

The extent of the damage was understood within two days.

"We have the worst-case scenario," one of the sources said. "Extensive damage throughout the crude unit. All of it."

Three engineering experts agreed that what one called "accelerated chemical corrosion" was rare, but not unheard of.

"The temperature issue could be a factor as well," said Kevin Garrity, president of NACE International, a global organization for engineers studying corrosion, and a 38-year veteran of the industry. He compared the effect to pouring sugar into hot tea, which dissolves the crystals much more quickly than in a cup of cold tea.

Normally, corrosion problems can be prevented.

"From a general sense you would not expect this kind of deterioration and problems in such a short period of time. You might not even expect it in 30 years if you have the right combination of technology and inspection practices," he said.

REPAIRS

Motiva has yet to examine the fractionation towers -- tall, thin, metal columns -- as well as the main part of the atmospheric section, because they are still cooling from their operating temperatures, said sources recruited for the repair work.

The vacuum section of the VPS-5 -- which takes the heaviest "residue" created in the atmospheric section and refines it in a vacuum, increasing the yield of feedstocks for other units -- was not damaged, they said.

Operators have continued to run many of the unharmed secondary units, although without the crude tanks they must buy intermediate feedstock from other refiners or shut peripheral units, as Motiva did last week.

But stainless steel piping, some sections as large as 30 inches in diameter, was damaged. Such equipment, part of more than 700 miles of pipe used on the expansion project, is often built to order, and may be difficult and costly to replace.

"If someone has 30-inch stainless steel pipe for sale, I would guess they're going to charge a premium price," one of the sources said.

Instrumentation on the unit is also known to be damaged, according to the sources.

Up to 50 heat exchangers will need to be cleaned throughout portions of the new plant, according to IIR Energy, an industrial intelligence firm that gathers data on operations and project activity on thousands of assets globally.

Work on exchangers 300 feet above the ground will require large cranes, though likely not the giants needed for the original construction. The heat exchangers, which look like 30-foot-long cylinders collected in a metal frame, house lengths of tubing where feedstocks are warmed and refined products are cooled as they go to and from a refining unit.

IIR also told Reuters that all trays in the distillation column and components within the furnace would need to be replaced. It said no restart timeframe had been determined.

Soon the question of who is to blame will arise. The cost to complete repairs may be as much as replacing the whole unit, which was originally estimated to cost some $300 million when the project was launched in April 2005, according to IIR.

Without knowing exactly why the caustic leaked, it's not possible to say who, if anyone, is at fault. The two main contractors for the project -- Bechtel and Jacobs Engineering -- declined to comment.

Meanwhile, the investigation continues, and oil traders await any word on when the plant will resume operations. Motiva will likely be "extra-cautious" in restarting, Auers of Turner, Mason and Co said.

"They're really focused on the repairs," one of the sources close to refinery operations said. "They don't need to know the cause now. They've got 12 months to figure that out and fix it."

PORTLAND, Ore. (AP) - The Portland Timbers vanquished their archrivals and took some pressure off their embattled coach.

Kris Boyd scored his fifth goal of the season, David Horst converted a header and the Timbers earned a much-needed 2-1 win over the Seattle Sounders on Sunday.

"I thought we showed an unbelievable amount of character," said Portland coach John Spencer, who had been dealing with reports he was on the hot seat. "When (people) say players are not playing for me, I didn't see anyone not playing for me today."

Portland (4-6-4) jumped ahead early and held off the attacking Sounders for its first win in the league series since joining the MLS last year.

The Timbers went up in the 16th minute when Boyd slipped past the defense and sent a cross from Steven Smith into the net. David Horst scored on a header nine minutes later for the 2-0 lead.

Seattle (7-5-4) saw its winless streak extend to seven games, the longest in its MLS history, now in its fourth season. Seattle was coming off a 1-1 draw with Sporting Kansas City and a 4-1 loss to Montreal. Still, the Sounders were favored against Spencer's unseasoned Portland squad.

The Timbers entered the match in last place in the Western Division and 16th in the league in goals with 12. Portland took its third shutout in five games last Sunday in a 1-0 loss to the L.A. Galaxy. The team's disappointing start to the season and flagging offense led to media reports this week that Spencer's job could be in jeopardy if the Timbers fell flat against Seattle.

The Timbers weren't flat but the early lead didn't feel permanent against the aggressive Sounders.

Eddie Johnson dribbled past Horst and fired a shot past straining keeper Troy Perkins into the far corner of the net in the 59th minute. Freddy Montero had a narrow miss in the 74th minute and Johnson narrowly missed a header in stoppage time.

As the Sounders kept up a desperate attack, the game became chippy, leading to several pushing and shoving incidents toward the end. Montero and Portland's Lovel Palmer were both issued red cards in the final minutes.

It was the third MLS meeting for the longtime Cascadia Cup rivals. Last year, in Portland's inaugural season, the teams played to a draw in Seattle before the Sounders won 3-2 in Portland.

While Boyd said the win served "to get everybody off our backs and show that we can play," Horst said things never seemed that dire. He saw the win as an opportunity to build.

"Last year, we had a turning point (in a 3-0 win over the league-leading Galaxy), where we had a little run," the defender said. "Hopefully, that's what this is - a turning point."

Sumatran rhino born in captivity

A Sumatran rhinoceros - one of the world's most endangered species - has given birth at a sanctuary in Indonesia.

Conservationists at the Sumatran Rhino Sanctuary in Way Kambas National Park said the mother, Ratu, and her male calf were both "very well".

It is only the fourth recorded case of a Sumatran rhino being born in captivity in a century.

There are thought to be fewer than 200 alive in Indonesia and Malaysia.

Their numbers have dropped by 50% over the past 20 years, largely due to poaching and loss of habitat.

'Big present'

A spokesman for Indonesia's forest ministry, Masyhud, told the AFP news agency that Ratu's labour had gone "smoothly and naturally".

"It's really a big present for the Sumatran rhino breeding efforts as we know that this is a very rare species which have some difficulties in their reproduction," he added.

"This is the first birth of a Sumatran rhino at a sanctuary in Indonesia."

It was Ratu's third pregnancy. The previous two ended in miscarriages.

The father of the baby rhino, Andalas, was born at Cincinnati Zoo in the US in 2001 - the first Sumatran rhino to be delivered in captivity in 112 years.

He was brought to Indonesia in 2009 to mate with Ratu, who was born in the wild but wandered out of a forest and was taken in by the Sumatran Rhino Sanctuary.

On Friday, the US-based International Rhino Foundation said that a veterinary team would harvest Ratu's placental cells, which could be used to generate stem cells.

Stem cells had the potential to be useful for many purposes in the near future, including curing diseases and helping promote reproduction, it said.

Developing a real, working tractor beam has regularly been an exercise in frustration: it often relies on brute force attempts to induce a magnetic link or an air pressure gap, either of which falls a bit short of science fiction-level elegance. The Technion-Israel Institute of Technology's Mordechai Segev has a theory that would use the subtler (though not entirely movie-like) concept of negative radiation pressure in light to move objects. By using materials that have a negative refraction index, where the light photons and their overall wave shape move in opposite directions, Segev wants to create a sweet spot where negative radiation pressure exists and an object caught in the middle can be pushed around. His early approach would use extremely thin crystals stacked in layers to manipulate the refraction. As it's theorized, the technology won't be pulling in the Millennium Falcon anytime soon -- the millimeters-wide layer intervals dictate the size of what can be pulled. Nonetheless, even the surgery-level tractor beams that Segev hopes will ultimately stem from upcoming tests would bring us much closer to the future that we've always wanted.

Euro 2012 Spain vs France: Live Report

1943 GMT: Some TV commentators are saying it is business as usual for Spain. Well, it is business as usual to the extent that they are winning, but I would say they are not focussing on possession as much as they have done sometimes and there are opportunities for France if Laurent Blanc's team can take them.

1935 GMT: Have you noticed how Spain's coach Del Bosque never looks stressed. England's Roy Hodgson bites his nails to the quick and even Germany's Joachim Loew was chewing gum frantically and wore a worried expression against Greece yesterday, though his nerves turned out to be unjustified.

Del Bosque, on the other hand, radiates calm, whether the play is going Spain's way or not. How does he do it?

HALF-TIME: Spain 1 France 0

45 mins: Xavi takes a free kick in front of the French goal. He fails to 'bend it like Beckham' and it sails straight into Lloris's arms.

42 mins: Cabaye hurts himself in a fierce challenge on Busquets. He gets a yellow card too from Italian referee Nicola Rizzoli.

21 mins: A burst of roars and horn-blowing as Spaniards in red shirts leap to their feet at a pavement terrace outside a cafe in southern Madrid after Alonso's goal, says AFP's Roland Lloyd Parry, on the spot. A group of French supporters remains seated in silence, he tells me.

19 mins: Jordi Alba outstrips Anthony Reveillere down the left leaving the defender slumped on the ground and puts in a perfect cross for former Liverpool star Xabi Alonso to head past Hugo Lloris.

16 mins: French pressing again. Ribery wins a throw in near the corner flag. Clichy throws it in to Ribery who tries unsuccessfuly to force his way through a line of Spanish defenders.

14 mins: Arbeloa blasts a cross from the right. It sails in front of the Spanish forwards across the French goalmouth.

12 mins: Both teams are captained by their goalkeepers - Casillas and Lloris. I don't have a stat on how common that is, nor am I going to look for one!

11 mins: Fabregas shoots from the right. It lacks power - more like a back pass - Lloris scoops it up.

9 mins: Spain are looking unusually ragged. Maybe they are struggling to find space against France's 4-5-1 structure.

5 mins: Now it's Spain attacking. Arbeloa puts Silva through on the right though the French defence quickly pounce othe Manchester City man. Fabregas is attacking repeatedly too. There doesn't look to be much "false" about the centre-forward or number nine role he is playing.

3 mins: Ribery fumbles the ball going forward but Benzema picks it up. He can't break through but there's no sign of the caution we expected from the French side as they push foward.

1845 GMT: France win the toss and kick off.

1841 GMT: National anthems.

1839 GMT: The teams run out to start the match.

1829 GMT: Chelsea colleagues Malouda and Torres slap their hands cordially as the teams return to the dressing room after the warm up. It could be the last time they see each other tonight unless Torres comes on as a sub.

1822 GMT: In Paris a giant screen has been set up almost at the foot of the Eiffel Tower. AFP's Germain Moyon says a big crowd has already thronged the Trocadero, across the River Seine from the tourist landmark. A few Spanish flags can be seen amongst the French jerseys.

1812 GMT: Here is some interesting analysis from AFP's Tom Williams on the teams: "Laurent Blanc is taking an unprecedented gamble with his selection.

"France averaged more possession than any other team apart from Spain during the group phase, but their line-up suggests they will look to frustrate Spain in midfield and play on the counter-attack, which is not their natural style.

"Spain, meanwhile, take to the field without any recognised strikers. Cesc Fabregas, who scored 15 goals in his debut season with Barcelona, will be their main goal threat."

1803 GMT: The 51,000-capacity Donbass Arena was only half-full as the teams ran out for their pre-game warm-ups. There were noticeably more cheers for Spain, whose fans have bought over 2,000 tickets for the match, compared to only 800 for France.

1802 GMT: The sun is setting behind the Donbass Arena and AFP's Philippe Grelard says the thermometer has dropped to around 26 degrees. Quite a comfortable playing temperature, I'd say.

1801 GMT: The difference is that instead of taking on Angela Merkel's representatives, Spain's opponents are France, where new Socialist president Francois Hollande favours toning down eurozone austerity.

1757 GMT: All right, this match doesn't have the same political edge as Germany versus Greece last night but the Spanish government are equally strapped for cash as Greece and admit they may soon be seeking a bailout from other eurozone members as they try to cope with one of Europe's highest unemployment rates. So the Spanish squad will be battling to boost national pride for their country's hard-pressed people.

1753 GMT: However, Iker Casillas gets his 134th Spanish cap as Del Bosque keeps faith with the Real Madrid number one.

1745 GMT: Spain coach Vicente del Bosque has unexpectedly reverted to the attacking configuration deployed in the 1-1 draw against Italy, says AFP's special correspondent Tom Williams, adding that Cesc Fabregas will play as a "false nine" centre-forward after being selected ahead of Fernando Torres, despite the Chelsea star's two superb goals against Ireland. What's a "false nine" Tom?

Fabregas will be flanked by Iniesta and David Silva, while central midfielder Xabi Alonso wins his 100th cap with La Roja.

1743 GMT: Laurent Blanc has given his side a defensive overhaul, electing to deploy a conservative 4-3-3 formation, with right-backs Anthony Reveillere and Mathieu Debuchy doubling up on the right flank to nullify the twin threat posed by Andres Iniesta and Jordi Alba.

Chelsea's Florent Malouda also returns to the side in place of Alou Diarra, with Karim Benzema set to play as a lone striker against several of his Real Madrid team-mates.

With Philippe Mexes suspended after being booked in the 2-0 loss to Sweden on Tuesday, Laurent Koscielny comes into the side at centre-back to make his first competitive appearance for France.

1731 GMT: Arsenal centre-back Laurent Koscielny is ready to step into the breach against Spain despite having only made three international appearances. A suspension for Philippe Mexes means that Koscielny will line up alongside Adil Rami in central defence.

1729 GMT: Ramos says of Benzema: "We have a great relationship and we keep in touch via text messages. He might not have had a great beginning (to the tournament), but I think he's a great forward. If you lose him for a second, he can score a goal."

1727 GMT: Spanish centre-back Sergio Ramos will be in direct opposition to his Real Madrid club-mate Karim Benzema, barely a month since they celebrated lifting the Spanish league title with Jose Mourinho's squad.

Although yet to score at the Euro, Benzema will be central to France's hopes of springing an upset and Ramos knows it will be important to keep him under close surveillance.

1725 GMT: Tonight's Spain-France game is also a precursor to the 2014 World Cup qualifying campaign, for which they are drawn in the same group, but both teams will only have eyes tonight for a semi-final date with Ronaldo and co.

1722 GMT: Opposing coach Vicente del Bosque believes Spain "under-estimated" France when they lost to them in the last 16 at the 2006 World Cup but says there is no danger of that happening again tonight.

1720 GMT: The number of short, technically gifted midfielders in France's squad bears testament to Laurent Blanc's admiration for Spain.

Since replacing Raymond Domenech at the France helm after the 2010 World Cup, Blanc has attempted to inculcate a passing game that mirrors the Spaniards' approach and his squad is an eloquent demonstration of that ambition.

Blanc has only two genuine strikers at his disposal -- Karim Benzema and Olivier Giroud -- but can call upon a wealth of nimble creative midfielders such as Samir Nasri, Franck Ribery, Jeremy Menez, Hatem Ben Arfa and Marvin Martin.

1717 GMT: Spain have never beaten France in a competitive match but won their latest meeting 2-0 in a friendly at Stade de France prior to the 2010 World Cup.

Spain started Euro 2012 slowly with a 1-1 draw against Italy before restoring morale by trouncing Ireland 4-0, then leaving it until the 88th minute to notch the only goal of their match against Croatia, enabling them to top Group C.

France also began with a 1-1 draw and then saw off Ukraine 2-0, but disaster struck when Sweden beat them by the reverse score, ending a 23-match unbeaten run and meaning that France had to settle for second spot in Group D.

1715 GMT: Spain are reigning European and World Champions but France have battled back from their 2010 World Cup debacle and are bidding to emulate the glory days when they won the World Cup in 1998 and the European competition in 2000.

The Dell Inspiron 14z-5423 ($899 direct) brings third-generation Intel Core procressor, discrete AMD Radeon 3D graphics, and an ultrabook form factor to the sub-$1,000 laptop buyer. For an ultrabook, the system is fast and has very good 3D graphics capabilities , but on the whole the system is a little heavy and has less than stellar battery life. It's a decent choice for the user who values multimedia and 3D performance over battery performance, but overall it comes up short of our class leaders. At $899, it's more expensive than other ultrabooks, but what you're apying for is the extra 3D and multimedia performance. This is a safe, middle-of-the-road choice, and definitely a good choice for back to school, but ultimately other ultrabooks are more distinctive.

Design and Features
The Inspiron 14z looks very much the part of a new ultrabook, with its "Moon Silver" coloring on the main chassis and lighter silver ring surrounding the system. (The "Fire Red" colored panels will be available later this year.) The system comes with a full-sized, island-style keyboard, which has a decent typing feel. The keys have a slight indent, and the arrow keys in the lower right hand corner have contrasting feel. The up/down keys are convex and the left/right keys are concave, so you should be able to use them while touch-typing. The system has three backlit quick launch keys between the keyboard and the hinge, which gives you quick access to system settings, audio settings, and a quick launch app of your choosing. The touchpad is multi-touch with separate left and right mouse buttons in case you don't like using tap to click.

The system's 14-inch panel has a resolution of 1,366 by 768, which is good enough for 720p HD video (1080p HD will have to be scaled down). The ultrabook weighs just over four pounds (we measured 4.08 pounds without the power adapter), so it's fairly easy to tote around. That said, the class leading ultrabooks are almost a pound lighter. It's notable that the system has a built-in tray-loading DVD burner, which you likely wouldn't get in a 13-inch or smaller ultrabook, subnotebook, or sleekbook.

The system comes with two USB 3.0 ports, one exposed on the right, and one on the left hidden under a drop-down panel. The system's HDMI port is under the same panel, plus a full-size Ethernet port under door next to the HDMI port. The left-hand side USB 3.0 port is a PowerShare port, which can charge an external device (like a smartphone) while the lid is closed and the system is off or asleep. A 3-in-1 memory card reader and Kensington lock port round out the external connectors.

The Inspiron 14z comes with a 720p HD webcam and pre-loaded Skype for video conferencing. Audio is a highlight, with Waves MaxxAudio 4.0 processing and Skullcandy branded speakers. An updated version of Dell Stage greets you upon launch, and you can use the Dell Stage launcher to get into your multimedia.

Storage isn't too much of a concern. The Inspiron 14z comes with a 500GB hard drive with a 32GB mSATA cache drive for speed. The system was quick to sleep and wake, as per the ultrabook specifications. There is a bit of extra software and services accessible thought Dell Stage, including Facebook, Flickr, Shutterfly, CinemaNow, Hulu, Napster, RadioTime, Noisey, Blio, and the Cozi family calendar. The Inspiron 14z comes with Intel WiDi software pre-loaded , though you will have to use your own WiDi monitor or adapter. There are a few shortcut icons on the desktop, including eBay, My Identity Protection, and Play Games (Wild Tangent games). On the whole not too bad, but bloatware does make its presence known.

Performance
Dell Inspiron 14z-5423 The Inspiron 14z-5423 has a 3rd-Generation Intel Core i5-3317U dual-core processor with Hyper-Threading. That processor in combination of a 1GB AMD Radeon HD 7570M discrete GPU means that, for the most part, the 14z-5423 leads the ultrabook category in performance. Thanks to the GPU, the Inspiron 14z returned almost playable scores in Crysis at medium quality (41 frames per second), and a decent score at Lost Planet 2 (21 fps). Likewise, the 14z-5423 rated high scores on 3DMark 06 tests at both resolutions. The 14z-5423 will be fine for playing light- to medium-duty 3D games, and most certainly will be able to play games like World of Warcraft smoothly.

Dell Inspiron 14z-5423

Its Intel Core i5-3317U processor helped the 14z-5423 gain speedy performance at the multimedia tests like Handbrake (1 minute 58 seconds) and Photoshop CS5 (4:35). The Editors' Choice for ultrabooks, the HP Folio 13-1020us ($899.99 list, 4 stars) trailed the Inspiron 14z at all of the multimedia tests (which scored 2:29 in Handbrake, 5:24 in CS5), as does the 2nd-generation Intel Core powered Dell XPS 13 ($999.99 direct, 4 stars) (which scored 2:40 in Handbrake, 5:23 in CS5).

The one test in which the Inspiron 14z doesn't shine is one of the most important: battery life. It scored 6:06 at the MobileMark 2007 battery test, a little disappointing. That's almost three hours behind the HP Folio 13-1020us, which received a class-leading 8 hours 47 minutes (its brother, the HP Folio 13-1029wm, got 8:40). Next up is the Toshiba Portege Z835-P370 ($1049.99 list, 4 stars) at 7:21.

Though the Dell Inspiron 14z-5423 has a larger screen than our current EC, the HP Folio 13-1020us (which has a 13.3-inch screen) and somewhat better performance on the multimedia and 3D tests, the fact that the HP 13-1020us is lighter, cheaper, and has almost three hours better battery life lets the latter hold on to its title. Both systems have 1,366 by 768 resolution screens, so all you get is slightly larger letters and images. Those who are 3D junkies are better off with a more powerful system anyway, since the Inspiron 14z gets you to "just barely playable" frame rates rather than "fully playable." Buy the HP Folio 13-1020us if you want all-day battery life from your laptop. But if you want better performance and want to finish a task quicker, take a look at the Inspiron 14z.

Madison accepting development proposals for Union Corners

A blighted piece of land along one of Madison's busiest streets could soon see new life.

But for nearly eight years, the 11-acre Union Corners site has sat vacant.

Big ideas have been proposed in past years, but the sluggish economy curbed development plans.

What is finally moving things forward, however, is a development about a mile and a half up the road -- the former Don Miller car dealership site.

"We had an opportunity to learn from the 700 and 800 blocks," Madison Mayor Paul Soglin said. "That, combined with the fact that we had some inquiries earlier in the spring about Union Corners, that told us it's time to move."

Nest Learning Thermostat reportedly taken off Apple Store shelves

Published: 01:30 AM EST (10:30 PM PST) The first product to come out of ex-Apple executive Tony Fadell's startup Nest, the Nest Learning Thermostat, has reportedly been quietly pulled from shelves at a number of brick-and-mortar Apple Stores for unknown reasons.

While it cannot be officially confirmed that Apple Stores have stopped selling the Nest thermostat altogether, AppleInsider contacted a random sampling of outlets and found that each had taken down its in-store display units.

Some employees, who wished to remain anonymous, said that they had been told to pull the item while others simply stated that they were out of stock. One location confirmed that the device was on site but had been locked away in a storage room for reasons unknown. The same store said it received no instructions beyond those to take the Nest off the sales floor.

At the time of this report the unit was still in stock and ready to ship on Apple's online store but curiously it was not available for in-store pickup. An Apple Store employee corroborated this information though had no further insight into the matter.

It is unclear why the thermostat was removed from the Apple Store, but a representative at a nearby location of Nest sales partner Lowe's said the big-box home improvement store received a new shipment on Thursday and plans to stock them on shelves within four to five days.

The brainchild of Tony Fadell, also known as the "grandfather of the iPod," the $250 Nest Learning Thermostat uses sensors and an on-board CPU to efficiently control temperatures according to a variety of environmental factors. Users can also control the unit with the iPhone 4S, iPhone 4, iPhone 3GS, all iPad models, and the third- and fourth-generation iPod touch.

The Nest is currently being sold under the "iPod accessories" category on Apple's online store and is listed as an "app-enabled accessory."

WASHINGTON, June 18, 2012 News media and others interested in advancing the role of green chemistry can join a panel discussion on Wednesday, June 20, during the 16th annual Green Chemistry & Engineering Conference. From 9:30 to 11:45 a.m. (EDT) the American Chemical Society Green Chemistry Institute (ACS GCI) will provide live streaming video of "Advancing Global Green Chemistry The Role of Government, Business and Academia." To participate, click here.

This free event will allow ACS GCI to utilize state-of-the-art technology to further enhance the profile and importance of green chemistry while linking the global green chemistry community. All green chemistry enthusiasts, including chemists, engineers, researchers, policy analysts, managers/directors, venture capitalists, chemistry and engineering students, chemistry and business school professors and others are encouraged to participate.

Panelists Include:

  • Moderator, Madeleine Jacobs, American Chemical Society (ACS), Executive Director & CEO
  • Cheryl Martin, Ph.D., Advanced Research Projects Agency Energy (ARPA-E), Deputy Director for Commercialization
  • Matthew Platz, Ph.D., National Science Foundation (NSF), Director for Division of Chemistry
